The formation of the Working Group marks the beginning of a significant process in drafting the Artificial Intelligence Law. The Working Group comprises representatives from various government bodies, the scientific and professional community, law firms, and business entities involved in the field of artificial intelligence. The participation of a large number of experts from diverse fields aims to ensure a comprehensive view of all aspects of AI regulation.
"With strong support from the Institute for Artificial Intelligence, the entire team working on this topic, and the advisor to the President of the National Assembly, Stefan Badža, we are starting the process of drafting the law, which we plan to present by March 31, 2025. The experience of other countries that have worked on creating laws and developing regulatory frameworks in this area will significantly ease our understanding of the process's complexity. The Ministry will provide full support to ensure this process is successfully realized. Our experience in enacting other laws and strategies within the Ministry's scope of work, as well as our work on other laws relevant to industrial development, science, and innovation, will be extremely important," said Grozdić.
The primary goal of the first meeting was to set clear guidelines for efficiently leading the Working Group and preparing the draft Artificial Intelligence Law. Identifying key issues and finding adequate solutions in the regulatory framework creation process were also discussed.
Regular meetings will be held throughout the process, with continuous progress tracking and quality control of the document, along with the possibility of organizing additional meetings as needed in a smaller composition.
The Republic of Serbia has already laid the groundwork for AI development by adopting the first strategy in this field in 2019. In 2023, Ethical Guidelines for the Development, Implementation, and Use of Trustworthy and Responsible Artificial Intelligence were adopted, and a new AI Development Strategy for the Republic of Serbia for the period 2024-2030 is expected to be adopted soon.
