At the proposal of the Ministry of Science, Technological Development, and Innovation, the Government of the Republic of Serbia has adopted the Strategy for the Development of Artificial Intelligence for the period 2025–2030.
This strategy builds on the accelerated development of artificial intelligence in Serbia, continuing the momentum initiated by the strategy adopted in 2019. As the first country in Southeast Europe to establish a comprehensive AI development framework, Serbia has positioned itself as a regional leader, a recognition further solidified through its presidency of the Global Partnership on Artificial Intelligence.
The adoption of this new Strategy demonstrates Serbia's ongoing commitment to advancing the development and application of artificial intelligence. Global projections estimate the AI market to be worth over $184 billion, with a forecasted growth to $826 billion by the end of 2030. According to the European Commission, AI will play a pivotal role in the automation of 14% of current jobs, while 32% of professions are expected to undergo significant transformations.
As a continuation of its previous strategy, the updated plan focuses on advancing legislative frameworks, investing in education, fostering innovation and infrastructure, and expanding AI applications in the public sector.
By adopting this strategy, Serbia aligns its plans with the latest global advancements in artificial intelligence. This will enable the country to modernize both the state and society while supporting the objectives of the program "Leap into the Future 2027". The strategy was developed through extensive consultations with experts from the professional community and the Government's Council for Artificial Intelligence.
Commenting on the adoption of the Strategy, Minister Dr. Jelena Begović emphasized its significance. "This strategy is of immense importance for the continued development of our country, as it allows us to adapt more swiftly and effectively to the profound societal changes driven by the rapid advancement of this technology. Through programs funded by the Science Fund and the Innovation Fund, we will support the development of new AI-based solutions. The strategy also outlines additional investments in computing infrastructure, the National AI Platform, and increased support for AI applications. These measures will enable earlier disease detection, improved treatment quality, more efficient public sector services, enhanced electricity generation, and more productive agriculture. Many of these innovations, including fully autonomous vehicles, will be showcased at EXPO 2027," concluded Minister Dr. Begović.
